For those who were asking, here is PayPal's instructions on obtaining refunds within the first 30 days. This may be helpful to those who were taken in by one of the fly-by-night matrix sites which now have a frozen PayPal account.



Most buyers can request a refund by
following the rules below.

PayPal Buyer Protection is offered to both buyers and sellers in an
effort to make our online trading community a safe and secure place. We
recommend the buyer to contact the seller in attempt to resolve the
dispute. If you need to file a claim on an item you've purchased,
please follow the directions below:

1. Log in to your PayPal Account at https://www.paypal.com/ by
entering your email address and password in the Member Log In box

2. Click on the 'Security Center' link at the bottom of the page

3. In the 'For Buyers' section, click on the 'File a Claim' link
under PayPal Buyer Protection

4. Click 'Continue'

5. Enter PayPal Transaction ID in box and click 'Continue'

6. Fill out the information requested to process your claim as
quickly as possible and click 'Continue'

7. Provide details about the condition of the purchase and click
'Continue'

8. If you would like to resolve the issue with a partial refund,
enter a satisfactory amount in the box and click 'Continue'

Please Note:

· Please do not mail or email your claim, as it will cause
unnecessary delays

· All claims should be resolved through the Service Center on the
Account Overview page

· You must be willing to provide information during the
investigation process. If we cannot obtain the necessary information
the case may be cancelled without a refund

· Limit one claim per PayPal payment. Limit two PayPal Buyer
Protection claim awards per calendar year

When filing a Buyer Complaint, please follow these guidelines:

· Buyer should first contact the seller directly and attempt to
resolve the dispute

· Claim must be filed within 30 days of the payment to be eligible
for Buyer Protection

· Buyer Protection claims must also be filed at a specific time
of the day that is no later than the precise time of the initial
transaction on the 30th day. For example: If a transaction took place
at 10 a.m. on a given morning, the buyer claim will be accepted only if
the claim is filed no later than 10 a.m. on the 30th day thereafter

· Buyer Complaints filed past the 30 day timeframe will not be
addressed. The claim will be documented in the record of the PayPal
member whom the claim is against
