MLMs, are they legal

I checked out www.10dlaptop.com and thought about their business plan.

Is this type of site legal? Yes, it is in the pyramid format, but the difference is that once a person gets their required referrals, their account is closed and they're sent their product (laptop) as the commission for referring.

Well that's what the site says, but ask anybody who has met the qualifications and you will find the "deceptive" practice of cancelling your account due to "cheating". Aside from being a pyramid structured scam, they also accuse all of the customers who meet the qualifications of cheating to get their referrals and they then cancel thier account with no refund or questions asked. There is nothing legitimate about that site except the fact that they have been scamming people since they opened.
