I'm not sure what they call them, but I think this is a knock-off of the free-ipod craze. You sign up for an offer of some sort, then you have to refer other people to sign up for offers to get credits. Then of course, they are the ultimate judge and jury on deciding if you get your prize or not.

Its certainly not a matrix site per se, but still a ripoff....
