I have asked ebay about things like this and they said donations are Ok....In fact you can even set up PayPal Donations to work in conjunction with the auction......

Anybody else heard anything about this? So I can set up donation auctions for anything I want- say I need a new car or even house and ask people to buy donations and this is allowed? No offense to anyones moral but that could be a real money maker especially if you had a "good story" to sell.. I just dont see how ebay could allow these....

Ebay allows it because who knows if you are really being truthful and in need or just telling the story. They believe most people that list these are in need so they let them be......Also another thing I have watched donation auctions, some of which do not make any money at it. But some do.....Just depends on the customer.....I suppose.

BBB happily welcomes the complaints against those donation sites.

I think you know what is the meaning of MORAL.
If you need a car then lie to people. It is not "MORAL"

But how do you know if the person really is in need of Donations or not?

I'm sure there must be some laws regarding soliciting of donations.
Maybe not federal but some states must have them.

If the donation solicitor implies that you can expect that you will receive something in return. If you are required to make a donation and have to recruit donors to receive compensation you. These may be against the law. You can collect for legit charities and receive a percentage as long as you yourself are not required to make a donation in many states.
You have to check with state law for each state you are accepting donations from and the state you reside in. You must also comply with federal & state tax laws.

If you suspect AND have reasonable proof that someone is violating a law by all means report them to the proper aquthorities.
