Why is State Run Lotteries legal but Individual Run Lotteries are not?

I would guess is that they make the laws.
Most states use the money for education, financing school programs, etc.

So why can't a individual run a lottery if he/she can prove that the money is going to schools, education, charities, etc...

You would have to ask whatever state goverment you reside in about that, they MAKE the laws I don't.
Just like online gambling is ilegal so everyone moved out of the USA to get around the laws.

You can run some types of lotteries you just have to get the proper permits.

My guess, and it is JUST a guess, is that the government would like to at lease issue a permit so that their activities can be watched. Just like anything else that a government requires a permit for, it is just to keep things legitimate, and try to protect people from getting scammed. I would much rather have the government back such a lottery, because if they issue a permit, and then the lottery becomes a scam, then at least the government would be somewhat liable since they issued the permit. Who knows, maybe if the matrix owners tried to lobby for similar laws, and became licensed by a REAL authoratative agency, then at least there would be some sort of control from an outside force.

Yes it is mainly because of (1) to ensure legitimacy and (2) to ensure that the profits go to somethign worthwhile such as charity.

Can you imagine how out of hand it would get if the states allowed individuals to run lotteries? It would be much worse than the matrix sites that flooded the internet, and many that scammed people. But also, it would be competition with the state. You know the states don't want to lose money to an individuals lottery, plus many scam artists would start their own lottery and try to run off with the money.

And the massive amounts of money lost to the scammers would hurt the economics of the state, which would then turn to the taxpayer. This is what happens nowadays. Scams end up costing the taxpayers the most.
