Is there a way to set up a PayPal account so that you are not charged a percentage and fees for incoming payments?

Yes there is. You set your account to a personal account. Once you do this though, you will not be able to accept payments from credit cards. Only payments from money that is in someones account, or an echeck I believe. I would personally just stick with your premier/business account so all payment methods can be accepted. Fees aren't that high. Like 2.9% + 30cents per transaction.

You are correct about the charges, and I agree with you. I didn't consider that a personal account is not set up to receive CC payments. There are several costs involved with running this site, so I am hoping that the opportunity for people to donate may help to offset those costs.
