This seller I reported to SafeHarbor along with another they looked the same one was closed. Allthough, SafeHarbor said this one was valid.

Why did you bid on this auction? Are you involved with these auctions somehow?
Does Safe Harbor ever contact eBay Watch Dogs directly to tell them that certain auctions are "okay"?

Safeharbor would never had said that first auction was valid. It violates the fee circumvention policy by offering items for sale outside of Ebay......No matter what the other policies about keyword spamming, wrong catagories, etc, etc, they take this one the most seriously since Ebay loses money from these type of auctions. The problem was most likely that it wasn't caught in time to do anything about it or the rep didn't take the time to look at the auction more closely. They have ALWAYS shut these info auctions down if reported early enough.
I don't post a lot about my activities on ebay but I have managed to shut down a few thousand of these auctions on my own in addition to the 200 or so reports per week that I make, of hijacked accounts (mostly in the plasma tv/electronics catagories)

The reason I called him on this is because I suspect that he is a matrix seller or buyer. He may have been trying to act like an "eBay Watch Dog" in order to let one of his pet auctions slip through the cracks. If this is going to be the case, then we need to implement some internal controls on auction reports.
I want to know why creativemc bid on that auction. We do not allow "vigilante bidding", where a person bids on an auction in order to make it fail. That is against both eBay's rules and ours.

I've actually corresponded back and forth with him a couple times and it seems like he bid on these and then found out about them after the fact.
He had a few posts this last weekend that were not recovered regarding these and is working on getting them reported.
