Aren't raffles against eBay's policy as well?

Your correct Damion, they don't allow it.
quoted from Ebay rules
Listings that promote giveaways, random drawings, or prizes as an enticement for buyers are not permitted on eBay as these promotions are highly regulated and may be unlawful in many states. eBay itself may run such promotions on the site, and may grant authorization to its partners or third party companies to run promotions that comply with applicable laws
I never saw this before but it looks like that would also work for Matrix ads as well.

What I'd like to know, is, if there are 5,000 "chances" in this auction, how come there are only 50 prizes? I thought EVERYONE was supposed to "win" a prize in these Matrix's. Shouldn't he only be selling 50 spots for 50 prizes?

It's not a Matrix- it is just a Raffle to try and Make $50,000, buy 1 TV for $4500, plus another 2g in prizes. His profit? $43,500- Wow- well minus his shipping cost of 100-200 and his ebay fees. What a Guy- LOL

Well, since it's not for a Matrix I guess it's ok ;)
I reported him anyway for keyword scamming. Hopefully he won't be seeing that 42 grand anytime soon.
