Offshore accounts do not "shield" scammers

Here is a story from 2002 about a kid in Southern California who used an offshore bank account to collect money. I am posting this to show that the government is not deterred from going after scammers with bank accounts outside the U.S.

Bulletin boards were also maintained on Microsoft's MSN Networks Communities, the SEC said, with messages that solicited investors.

When people who lost money started posting messages complaining about the investments, the messages were removed, the SEC said.
